Overview
To harness the transformative potential of technology in education, MOE has launched the “Transforming Education through Technology” Masterplan 2030 or “EdTech Masterplan 2030” for short, which outlines how schools can better leverage technology to enhance teaching and learning.The EdTech Masterplan 2030 builds on the previous 2020 EdTech Plan and ICT Masterplans, and addresses the opportunities and challenges of the post-COVID landscape, where technology has become a critical enabler of learning.

Students: Digitally-empowered, future-ready learners and innovators
Digitally-empowered 21st century learners who are:
- Self-directed in setting goals and managing their learning using a range of digital tools and resources.
- Collaborative and connected in using digital tools to co-construct and share knowledge with others.
- Apply digital literacy and technological skills to “distil and discern” through the effective use of technology.
- Exercise Cyber Wellness to use technology in a safe and discerning manner.
- Use human-centred methodologies to “discover” needs and “develop” solutions to real-world problems.
- Skilfully leverage a range of digital tools to create solutions.
Teachers: Technologically-adept, collaborative learning designers
Collaborative contributors who:
- Embrace a culture of teamwork, sharing, adoption and adaptation of digital resources and best practices for teaching with technology.
- Are proficient in using e-Pedagogy to design effective tech-enabled learning experiences.
- Harness learning data to better understand students’ needs and provide more targeted guidance.
- Continually develop and deepen their digital literacy and technological skills.
- Regularly experiment with technology to make their teaching more efficient and effective.
Schools: Intelligent, responsive, digitally-equipped learning environment
Flexible, multi-functional learning spaces
- Classrooms and common spaces designed and equipped to adapt quickly and easily to meet a variety of teaching and learning needs.
- Continuous enhancement of network connectivity to support learning anytime and anywhere learning.
- Use of communication technology to overcome limitations of physical space, connecting in-school learning with the outside world.
System: Networked EdTech ecosystem
Enhanced public-private partnerships
- Stronger partnership between MOE, other government agencies, Institutes of Higher Learning and private sector to develop and scale good EdTech practices and solutions more quickly.
- MOE’s EdTech efforts informed by the latest research and industry developments, and benchmarked against international best practices.
- Stronger support from parents to complement schools’ efforts in EdTech use, especially in consistent cyber wellness guidelines and practices adopted at home.

Strategic thrust 1: Empower students' learning through greater customisation and personalisation with EdTech
- Provide pedagogically-sound EdTech tools, including AI-enabled ones, to enable students to learn more effectively and efficiently.
- Use technology to encourage learning within and beyond curriculum and schools.
Strategic thrust 2: Strengthen development of students' Digital Literacy and Technological Skills (DLTS)
- Leverage efforts across the total curriculum to strengthen DLTS.
- Strengthen Cyber Wellness for students' safe interaction with technology.
Strategic thrust 3: Strengthen development of students' 21st Century Competencies (21CC)
Use technology as an enabler to develop and assess 21CC.
Strategic thrust 4: Strengthen school and department culture of collaboration and EdTech practices
Support School Leaders' and KPs' building of a collaborative culture and enactment of curriculum leadership to strengthen EdTech practices.
Strategic thrust 5: Strengthen teaching fraternity's EdTech practice
- Provide professional development opportunities for teachers to develop capability in using EdTech effectively for teaching and learning (T&L).
- Build Curriculum Specialists', Master Teachers' (MTT), and Lead Teachers' (LT) competency to strengthen their expertise in EdTech practices.

Key enabler 1: Learning analytics and data
Strengthen system set-up and provide on-the-job development of data literacy to make data-informed T&L decisions.
Key enabler 2: EdTech infrastructure and solutions to support school processes and meet rapidly changing needs
- Ensure agility and ability of core T&L systems and processes.
- Enhance processes (for example, automation) for operational efficiency, helping schools save time and resources.
- Enhance schools' learning spaces to support technology-enabled learning and administration.

- Targeted strategic partnerships to support MOE's goals.
- Strengthen structures to facilitate teachers' professional exchange, ideas, and resources in using EdTech.
